Meet the Schools team
Tom Philp
Southern California Senior Energy Consultant
Tom Philp is a Senior Energy Consultant based out of El Cajon headquarters in San Diego, CA. Tom works primarily with school districts, community colleges, higher education universities and research institutes. He also works on various large scale commercial solar installations like the Stone Brewing Company in Escondido or the Padre Dam Municipal Water District at Santee Lakes.
Tom has been working in solar for over 25 years and has always believed in its importance as an alternative for solving our Nation’s energy problems. He has a PV system on his house and his entire electric bill for last year was $64.00. “I’m proud to be part of the solution at home and to be able to bring these solutions to school districts across the Golden State. Our K–12 solar curriculum is a great way to model what our schools are doing on their roofs in the classroom so we can really generate change for a better future. Schools also get to save on their operating budgets for more equipment for students and potentially more faculty. When all is said and done, I feel like I’m providing a much needed boost to our education system, and that’s why I love my job.”
David Potovsky
Northern California Senior Energy Consultant
David Potovsky is a Senior Energy Consultant based out of our regional headquarters in Berkeley, CA. David focuses on bringing solar solutions to schools and affordable housing sites throughout Central and Northern California. “Bringing solar to schools is very near and dear to my heart. My father, mother, sister, and wife are all teachers. It is an excellent feeling to be able to help cash-strapped schools control their costs as well as to create a teachable moment for those interested in math and science.”
David has been with Borrego since 2006. His interest in photovoltaics and enthusiasm for the technology stretches back more than ten years. For the last five years, the solar system on his home has generated more power than his family has consumed, leaving him with zero energy bills. Prior to working in solar, David spent 16 years as a Production Manager in the sports television industry. He graduated from California Polytechnic State University San Luis Obispo (Cal Poly SLO) in 1989 with a Bachelors of Arts degree in Speech Communication.
Joe Harrison
North East Energy Consultant
Mr. Harrison began working for Borrego Solar in January of 2008 with a focus on residential and small commercial systems. Since then, Joe has demonstrated considerable success and now focuses exclusively on Affordable Housing, Commercial, Collegiate, and University customers. In Affordable Housing he has experience helping developers and consultants identify and understand the various financing opportunities available for solar projects. Joe’s background gives him a technical understanding of solar installations and the complex financial packages associated with large commercial projects. He is a graduate of the University of Massachusetts with a Bachelor of Science degree in Business Management.
